It is requested that your report addresses the two conflicting arguments in respect of these Agreements: the Minister of Health is concerned that these Agreements will restrict the ability of the Department of Health to utilise plainpackaging as a tool to address alcohol and tobacco addiction in PRK, whereas the Minister for Business believes that these Agreements will make PRK a more attractive place to do business, and improve foreign direct investment in the state, thereby offsetting any potential harms caused by the Agreement.
