Saudi Education hub (KAUST) and Internationalization: policymaking and implementation challenges

• An important new development in the internationalization of higher education is international education hubs.
This review essay critically analyses talent development policy at emerging Saudi education Hub (KAUST) toward building a knowledge economy and highlights some of the potential socio-political, economic and educational implications and challenges.
The first part of the paper will mobilise some policy literature (after the Introduction and before going into the empirical analyses) to point out how you will look at policy for KAUST. Then briefly introduce the phenomenon of education hubs and the relevant theoretical concepts from political economy.

The second part will present the Saudi education hub (KAUST) as a case study of Internationalization to highlight policymaking and implementation challenges ( internationalisation policy at KAUST -Policy as practice )

• KAUST trajectory of internationalization development by looking at the past and the future
The third part will study KAUST as education hub from three aspects: scale, level of engagement and scope of impact.

• These issues are looked at through the lens of three types of education hubs – student, talent and knowledge/innovation
• Implementation and challenges and provides some final thoughts about the complexities of KAUST as education hub when looked at in terms of scope of impact and the necessity of developing robust measures to measure anticipated outcomes and impact.
